电力行业作为集公益性、服务性于一体的国有重点骨干企业,关系到国家安全和国民经济命脉,承担着重要的经济责任、政治责任和社会责任。就电网企业来说,当前正是县级供电企业“三集五大”体系建设的关键时期。按照“三集五大”体系建设要求,各地县级供电企业在岗位职责、资源重组、利益分配、流程优化等方面实施改革。然而,改革不可能一蹴而就,必然伴随人员、机构、职能的磨合。个别基层员工综合素质不高,不能适应新的服务理念,不能跟上改革的步伐,就会出现一些问题。

In terms of power grid enterprises, it is now a crucial period for the construction of county-level power supply enterprises and the construction of a “three-big and five-largest” system. Individual grassroots workers overall quality is not high, can not adapt to the new service concept, can not keep up with the pace of reform, there will be some problems.
