我国正经历着信访高峰的挑战,新《信访条例》自2005年5月实施以来,尽管中央高度重视,成效显著,但信访形势依然严峻。信访现象是社会各类矛盾交织的反映,如果不能妥善处理,对构建和谐社会将构成不利.信访工作责任制度是信访工作的重要环节.《信访条例》中明确规定,各级国家机关必须设立信访机构,受理与其职权相对应的信访事项.信访机构是行政机构,其工作做得怎样直接关系到社会稳定的大局.为此,本刊约请有关理论和实务工作者就信访工作责任制度的有关问题展开讨论,希望引起各方重视.
My country is experiencing the challenge of the peak of letters and visits. Since the implementation of the new “Regulations on Letters and Visits,” which was implemented in May 2005, the situation in petition letters and visits remains grim despite the great attention paid by the Central Government. The phenomenon of letters and visits is a reflection of the intertwining of various social conflicts. If not properly handled, it will constitute a disadvantage in building a harmonious society. The system of petitioning work responsibility is an important part of petition work. The “Petition Ordinance” clearly stipulates that state organs at all levels must set up letters and visits agencies to accept letters and visits corresponding to their powers. Petition agencies are administrative agencies, how their work is directly related to the overall situation of social stability. For this reason, this journal invites relevant theoretical and practical workers to discuss issues related to the responsibility system for letters and visits, hoping to draw the attention of all parties.
