作为管理学的一个世界级难题,有人认为中国企业与国际企业的最大的差距其实就在于集团管控。中国经济的发展,中国企业的成长,都将面临着集团管控这个问题的挑战。不管是大型国有企业,还是成长中的民营企业,能否实现集团管控的突破都将是下一步发展的关键点。目前,中央直属企业已经纷纷开始通过各种措施实施国资委的统一部署:中移动在内控体系和风险管理上的举措,中石油、中石化大举回购旗下上市公司股份,并以此为基础优化调整股权管理结构和资产管理体系;中粮集团以品牌管理和研发管理两大领域整合为突破口,加强集团控制力,推动集团战略落地。专家指出,这昭示了中央企业以集团管控为爆破口,打破深度改革坚冰的力度和决心。
