从世界范围来看,中央银行作为一国金融机构的总枢纽,经历了发展演变的漫长的历程。就本原而言,中国银行实为一国解决财政危机的直接产物,只是在发展过程中积淀了一整套规律,为后来者普遍遵循。一战后,世界金融发展的一大趋势就是构建中央银行,中国在历经民族危难的痛苦中也顺应了这一趋势。当然由于国情的特殊,中国在筹设中央银行的实践活动中并不能尽循中央银行的普遍规律,其矛盾和冲突时有所见,反映了中国时代发展的特色。本文以国民党政权筹设中央银行为背景,探讨宋子文在这方面的重要历史作用。
From a global perspective, the central bank, as the overall hub of a country’s financial institutions, has undergone a long course of development and evolution. As a matter of fact, the Bank of China was actually the direct product of a country’s solution to the financial crisis. It just accumulated a set of laws in the course of its development and generally followed for later generations. After World War I, a major trend in world financial development is the construction of a central bank. China has followed this trend in the pain of national distress. Of course, due to the special conditions of our country, China can not do all the usual laws of the Central Bank in its preparations for the practice of the Central Bank, seeing from the time of its conflicts and conflicts, reflecting the characteristics of the development of the Chinese era. This article is based on the background of the establishment of the Central Bank by the Kuomintang regime and explores the important historic role Song has played in this regard.
