关于行政拨交工会经费的理论问题,过去我们曾发过多篇文章,一致认为 2%工会经费是劳动者活劳动消耗的补偿,是劳动力价值的一部分。在这次学会年会上,郭永旗同志撰写的“行政拨交工会经费的理论依据”一文,突破“劳动价值补偿论”的传统说法,提出行政拨交工会经费,不是职工劳动力价值的补偿,而是社会剩余产品的一种分配。他认为,根据马克思主义的再生产理论,劳动者付出等量劳动,应取得等量报酬,劳动报酬具有私有性,应由劳动者个人自由支配,把工会经费说成是劳动者活劳动消耗的补偿,在理论上是站不住的,是错误的。这一论点是否正确,希望引起广大读者进一步思考和讨论。
