服务型政府的执行力分析与研究:从“杜宝良事件”说起

2005年7月上旬,在北京发生了一件颇具反响的事:安徽来京务工人员杜宝良在北京真武庙路附近同一地点被“电子眼”拍摄记录违反禁行标志105次,罚款10500元、交通违章记分210分。由此,杜宝良以执法不当为由将北京交通管理局告上法庭。这一在社会上引起轩然大波的事件, 最终在有关领导的关注下得以平息。从7月下旬开始,北京部分重大明显不合理的交通标志牌已经做了更正,电子眼违章罚单送达问题也有了改进。同时,通过杜宝良事件,人们也在对现行交通违章处理中出现的诸多不合理现象产生了更多思考:交通违章处罚作为一种保障人民生命安全、维持交通秩序、纠正违章、教育与处罚并重的道路管理的重要手段,怎样才能更好体现其服务公众的 In the first half of July 2005, a quite reputing incident took place in Beijing: Du Baoliang, an employee from Anhui to Beijing, was photographed by “electronic eye” at the same place near Beijing Zhenwumiao Road for 105 times in violation of the forbidden sign and a fine of 10,500 yuan Score 210 points.
