The mechanical properties of the artificial plastic hinges at the beam end and the column end were experimentally studied. Using the description function method of modern cybernetics, the equations of motion and the optimization model of the multi-layer frame with artificial plastic hinges were established. The results showed that the artificial hinges are suitable for many purposes. Shelf Earthquake Response Control is effective.
