2015年12月16日,北京市住建委发布《关于加强本市商品房预售资金使用管理的通知》,学者将其解释为对实施了5年的商品房预售资金监管制度的松绑,也有部分学者对此次松绑带来的风险表示担忧,引发了人们对商品房预收款监管的热议,本文将主要从商品房预售监管主体的角度看该制度的运行现状及发展趋势。
On December 16, 2015, the Beijing Municipal Construction and Construction Commission released the Notice on Strengthening the Management of the Use and Sale of Commercial Housing Pre-sale Funds in Beijing. Scholars interpreted it as a relaxation of the five-year pre-sale fund supervision system for commercial housing and some scholars Concerned about the risks brought by this easing triggered a heated debate over the regulation of advance receipts for commercial housing. This article will focus on the current status and development trend of the system from the perspective of the main body of commercial housing presale.
