针对政府如何制定减排政策实现社会福利最大化,以及企业如何制定生产决策,实现企业利润最大化问题。首先,通过建立政府与辖区内企业的博弈模型,构建全新的减排相关的成本函数与需求函数;然后,将现实中政企博弈所处的具体环境进行细分,面对不同的市场情况时,给出政府和企业的最优决策策略。并得出如下结论:严厉的碳减排政策可以增加社会的环境效用,其代价是牺牲部分经济效用;相反,宽松的碳减排政策则是通过牺牲环境效用以换取经济效用。
