近几年来,经济欠发达地区纷纷实施外向带动的经济发展战略,利用外资工作得到长足发展。外资的注入,为欠发达地区的经济发展增添了不少生机和活力。然而,从总体上分析,大部分经济欠发达地区利用外资的层次仍比较低;整体素质不高,基本上还停留在量的扩张阶段,无力带动质的提高;规模较小,区域优势很不明显;外向度较低,竞争能力不强;经济效益普遍不佳,经济增长的质量尚不理想,难以发挥对整个经济的牵引作用。为了加速欠发达地区经济的国际化进程,尽快缩小与发达地区的差距,应当适时调整发展思路,把发展 In recent years, economically underdeveloped regions have all implemented outward-oriented economic development strategies, and the use of foreign investment has made great strides.
