为适应世界新军事变革的发展趋势,中国推动了中国特色军事变革。随着武器装备更新换代,军人素养不断提高,作战理念和管理理念逐渐革新,军队各级组织领导部队建设和指挥作战能力面临新的挑战。本文借鉴官僚制理论和目标管理理论,分析和寻找营级组织领导能力建设的可行性途径。
In order to meet the development trend of the new military revolution in the world, China has promoted the military reform with Chinese characteristics. With the upgrading of weaponry and equipment, the quality of military personnel has been continuously improved, the concept of operations and management philosophy have been gradually renovated, and the capability of building leading military forces and commanding operational capabilities at all levels of the armed forces have faced new challenges. This article draws lessons from the bureaucratic theory and the goal management theory, analyzes and looks for the feasible way which the leadership organization of the battalion organization constructs.
