美国总统是美国的最高行政长官,拥有处理国务的重大权力。在美国二百多年的历史上,为总统服务的秘书数以千计,在协助总统治理国家的事务中发挥了重要的作用。其发展演变的特点是: 一、私人秘书协助总统处理日常事务 1857年以前,凡在任美国总统如果希望有人手帮助处理诸如复函、安排招待会、国宴以及接待来访者等日常琐事,必须由总统亲自作出安排。并且这些工作人员领取的事务报酬,都是总统从其私囊中开支。因此,这一阶段,为总统服务的秘书,是名副其实的“总统私人秘书”。
