胡锦涛总书记提出“节水,要作为一项战略方针长期坚持。要把节水工作贯穿于国民经济发展和群众生活的全过程,积极发展节水型产业,建设节水型城市和节水型社会”。温家宝总理要求“加强水资源管理,提高水的利用效率,建设节水型社会应该作为水利部门的一项基本任务”。节水型社会建设是解决河北水资源短缺的战略性措施,是支撑全省经济社会可持续发展、构建和谐河北的根本之路。2004年初,我省选择成安县为浅层地下水试点,桃城区为深层地下水试点, 元氏县为井渠结合试点,开展了地下水类型区节水型社会建设的探索与实践。通过安装计量设施计量到户、明晰水权指标实行定额管理、建立节水激励机制实行节奖超罚、建立水权水市场制度“四步走”,试点区成效明显,实现工业节水10％-15％,农业节水20％-30％,农村生活节水40％-50％,区域产业与用水结构开始趋于合理,地下水超采得到初步遏制,为全省大规模开展地下水类型区节水型社会建设提供了借鉴。

We should carry out water saving work throughout the entire process of national economic development and people’s livelihood, actively develop water-saving industries, build water-saving cities and save water society”. Premier Wen Jiabao called for “strengthening water resources management, improving water use efficiency and building a water-saving society as a basic task of the water conservancy department.” Water-saving society construction is a strategic measure to solve the shortage of water resources in Hebei Province, and is the fundamental way to support the sustainable economic and social development in Hebei Province and build a harmonious Hebei. In early 2004, the province selected Cheng’an County as a pilot project of shallow groundwater, Taocheng District as a pilot project of deep groundwater, and Yuanshi County as a well-canal pilot project to carry out the exploration and practice of building a water-saving society in a groundwater type area. Through the installation of metering facilities to measure households, clear indicators of water rights implementation of quota management, the establishment of water-saving incentive mechanism to implement the Festival Award penalty, the establishment of water rights market system, “four-step”, the pilot area achieved remarkable results in industrial water-saving 10% -15%, agricultural water saving 20% -30%, rural life saving 40% -50%, the structure of regional industries and water use tend to be reasonable, groundwater over-exploitation has been initially contained, for the province to carry out large-scale groundwater section Water-based social construction provides a reference.
