平谷作为北京市的远郊区县,要实现全区财政持续健康发展,缩小与城近郊区的发展差距,必须重视乡镇财政建设与发展。2000年,在北京市对区县进一步实行了分税制财政管理体制改革情况下,平谷区财政经过深入调查研究和充分的科学论证,根据市对区县体制的要求,结合全区实际及上几轮乡镇财政管理体制改革的经验,从当年开始实施了新的乡镇财政管理体制。新体制按照分税制的基本要求,合理划分税种及区与乡共享税收的分成比例,制定了较为合理的激励机制。新体制运行3年来,调动了乡镇发展经济、增收节支的积极性,
