悄然间,新的尝试已在温暖的南亚乡村展开。自从孟加拉国的努卡斯农村小额信贷试点获得巨大成功以来,农村小额信贷不符合市场化方向、类似“贫困人口信用差”等原本似乎不言自明、实则荒谬的理论被逐一攻破。多年来,中国社科院农业发展研究所副所长、“扶贫经济合作社”创始人之一杜晓山教授,对此就颇有感触。在各种场合,他一直坚持“放贷给穷人”的理论。“扶贫经济合作社”成立至今借贷的人数已经上万,而还款率竟然高达90%以上。
Quietly, new attempts have started in the warm South Asian countryside. Since the great success of the pilot Nukus rural microfinance pilot program in Bangladesh, rural microcredit has not met market-oriented trends. The seemingly self-evident and absurd theories such as the “poor credit of the poor” have been broken one by one. For many years, Professor Du Xiaoshan, deputy director of the Institute of Agricultural Development of the Chinese Academy of Social Sciences and one of the founders of the Poverty Alleviation Economic Cooperation, felt quite touched by this. On various occasions, he has always insisted on “lending to the poor” theory. “Poverty Alleviation Economic Cooperation ” has been on the lending of thousands of people since the establishment of the loan repayment rate as high as 90%.
