通过对武陵山片区六个中心城市、渝东南六区县主要经济社会发展指标以及工业、旅游、城市建设和管理等方面发展战略的比较,提出渝东南中心城市的十大比较优势。渝东南中心城市发展须强化六个方面:增强对重大决策的响应度,体现政策实施的契合性;将参与成渝城市群分工与构建生态发展保护区有机统一;强化与成渝城市群其他区域中心城市的协作;推动渝东南地区各区县和武陵山片区中心城市间的合作;切实解决渝东南中心城市党委和政府重大决策作为属地顶层设计在落地过程中的梗阻问题;与新型智库加强合作推进第三方评估常态化、制度化,确保政策实施的可操作性和科学性。
By comparing the major economic and social development indicators of six central cities in Wuling Mountain Area and the six districts and counties in southeastern Chongqing with the development strategies of industry, tourism, urban construction and management, the paper presents the ten comparative advantages of the central cities in southeastern Chongqing. The development of central cities in southeastern Chongqing should be strengthened in six aspects: to enhance the responsiveness to major decisions and reflect the fit of policy implementation; to participate in the integration of Chengdu-Chongqing urban agglomeration and the establishment of ecological development protected areas; to strengthen the integration with other areas of Chengdu-Chongqing urban agglomeration Central cities; promoting the cooperation between the districts and counties in southeast Chongqing and the central cities in the Wuling Mountain Area; earnestly resolving the obstruction of major decisions of the party committees and governments in southeastern Chongqing central cities during the landing process as a top-level territorial design; strengthening cooperation with new think tanks Third-party assessment is normalized and institutionalized to ensure the operability and scientificity of policy implementation.
