欧盟排放交易体系(EU ETS)是欧盟应对气候变化的政策框架支柱.该体系试验阶段(2005-2007年)的运行为欧盟履行,运用总量交易机制促进温室气体减排,以及寻求低碳经济的发展模式奠定了基础.我国应借鉴欧盟制定排放交易体系的基本理念和实施经验,转变我国节能减排和环境保护的治理思路,加强市场机制在配置环境资源中的作用,并规划适应我国国情的温室气体(碳)排放交易权框架.
