高考与招生制度改革对素质教育的实施具有制约、促进、导向作用。一定程度上,“一考定终身”的高考模式成了推进素质教育的一种制度性障碍,因此,必须改革不合理的高考制度。高考改革具有积极的导向作用,但也有一定的局限性。客观分析这种作用有现实意义,即不能把素质教育的推动寄托在高考制度改革一个方面;高考改革引出的是学校评价问题,改革现实的学校评价制度则是推动素质教育实施的一项根本性的制度保证。
