1998年11月4日,总后勤部颁发了《军队地区津贴规定》,充分体现了中央军委对广大官兵的关怀,极大地坚定了广大官兵“扎根艰苦地区,投身国防建设”之志。随着经济结构的调整,市场经济的发展,原《军队地区津贴规定》已不能完全适应新的实际的带要。人事部、财政部2001年1月1日实施的《关于实施艰苦边远地区津贴的方案》,其范围远远宽于军队范围,执行标准也相对高于目前军队标准,这些情况或多或少地影响到在同一地区工作的军人。因此,改革军人地区津贴制度的条件已初步具备。要建立和不断完善地区津贴制度,形成一套突出军队特色而又体现地区差异的保障体系,应考虑以下几个问题:
On November 4, 1998, the General Logistics Department issued the “Regulations on Regional Allowance for Military Areas,” fully embodying the concern of the Central Military Commission over the vast number of officers and soldiers and greatly strengthened the ambition of the majority of officers and soldiers to “take root in difficult areas and join the national defense building”. With the adjustment of economic structure and the development of market economy, the original “Provisions on Military Regional Allowance” can not fully meet the needs of the new realities. Ministry of Personnel and Ministry of Finance of the People’s Republic of China, implemented on January 1, 2001, the “Plan for Implementing Difficult and Outlying Areas Allowance,” which is far broader than the military and has relatively higher enforcement standards than the current military standards. These situations are more or less Affecting soldiers working in the same area. Therefore, the conditions for reforming the regional allowance system for military personnel have been initially met. To establish and continuously improve the regional allowance system and form a security system that highlights the characteristics of the armed forces and reflects the differences between the regions, we should consider the following issues:
