京津冀协同发展已上升为国家重大战略。在此背景下,应因地制宜地大力构建区域性碳排放权交易市场,将碳交易作为区域环境治理的重要抓手,其中碳排放权交易监管问题的研究对整个交易体系的建设起着至关重要的作用。碳排放权交易体系的风险类型主要包括法律风险、操作风险、市场风险和信用风险,监管工具的选择有法律规范、行政监管、经济激励与公众监督,同时应由政府主管部门或设立专门的碳排放权交易监管部门进行统一监管,进而推进京津冀区域碳排放权交易监管体系的建设。
