By the end of 1999, 496 collective enterprises in the lighthouse city of Liaoning Province had all been restructured and achieved significant results. The city’s township and village enterprises’ indicators in 1999 reached a historically high level, achieving an output value of 7.61 billion yuan and a total profit and tax of 754 million yuan, an increase of 13% and 22% respectively over the same period of the previous year. We conducted a special investigation into this.
