The ILO is an important and positive force in the area of international labor law. However, this analysis shows that its success is likely to be uneven. On some issues, as a civil legislative body, the structure of the ILO may have many obstacles to its achievement. In particular, it is very difficult in terms of specific standards and ambiguous goals, such as “decent ” and “productive ” work in the formulation of international agreements on high labor standards. In other ways, however, the ILO can be a strong and productive positive force that can lead to change. The unique advantage of the ILO can be the coordination of the labor system in the context of harmonization that may have real value. It may also provide an example of a high standard of labor standards that can be used as a criterion to promote the democratization of change within Member States. In general, the ILO will be better developed if its efforts and resources are concentrated in the most productive areas.
