日本于2003年制定并实施了《观光立国战略》,将发展旅游业作为刺激经济发展的重要手段之一,此后日本在国内游及吸引海外游客方面都快速发展。然而,2011年3月发生的东日本大地震,给一直蒸蒸日上的日本旅游业带来了沉重的打击,尤其来自海外的游客急剧减少。面对此不利局面,日本政府迅速反应,制定了一系列吸引国内国外游客的行之有效的措施,力求最大程度恢复旅游者的信心,使日本旅游市场以超出人们想象的速度迅速回暖。本文旨在通过对震后日本政府的应对危机的措施及对旅游业进行政策扶植的一系列手段的分析,探索出其值得我们学习和借鉴之处。
Japan formulated and implemented the “Strategy for Building a Country Based on Sightseeing” in 2003, and took tourism as one of its major means of stimulating economic development. Since then, Japan has enjoyed rapid growth both in domestic travel and in attracting overseas tourists. However, the Great East Japan Earthquake in March 2011 brought a heavy blow to the booming Japanese tourism industry, especially the sharp decline in tourists from overseas. In the face of this unfavorable situation, the Japanese government responded promptly and formulated a series of effective measures to attract tourists both at home and abroad. It sought to restore tourists’ confidence to the maximum extent and promptly warmed the Japanese tourism market beyond the imagination of the people. The purpose of this paper is to explore what it is worth to learn from the analysis of a series of measures taken by the Japanese government to deal with the crisis after the earthquake and its policy support to the tourism industry.
