公民道德教育对构建和谐社会具有基础性作用。目前,公民道德教育还存在道德目标上的泛理想主义、道德建设全民参与不够、道德号召缺乏约束机制、量化测评标准缺乏等问题。这与道德行为评价标准混乱、道德教育实践滞后、领导干部官德不足、制度化机制不健全等因素有关。为加强公民道德教育,需要把提高公民的文化素质与培养公民的道德主体性结合起来,把道德教育与法律惩戒结合起来,把道德的先进性需求与广泛性要求结合起来,把形成良好的社会风气与加强党的作风结合起来,把公民道德认知与道德实践结合起来,把优化公民道德教育环境与构筑坚强的民族精神结合起来。

At present, there are still many problems such as pan-idealism on moral goals, insufficient citizen participation in moral construction, lack of restraint on moral call, and lack of quantitative evaluation standards. This is related to the chaos of evaluation criteria of moral behavior, the lagging of moral education practice, the lack of official ethics among leading cadres and the unsound institutional mechanisms.
