近日笔者到某山区县办事,听说了该县三个单位为约束和规范员工的违规违章行为而采取“以罚管理”制度的新鲜事。所谓“以罚管理”制度是指由单位对不按单位规章制度办事或违反相关规章制度的员工处予罚款来达到加强管理的一种管理方法。据有关人员反映说,三个单位实行“以罚管理”制度,均收到了较为明显的“效果”。而在笔者看来,在我国正在加大步伐推进“依法治国”方略的今天,实行所谓的“以罚管理”制度并不可取。
