党的十六届四中全会审议并通过的《中共中央关于加强党的执政能力建设的决定》,对加强党的执政能力建设作了全面部署,其中“努力探索新方式新方法,加强和改进思想政治工作；广泛开展群众性精神文明创建活动,积极发展健康向上各具特色的群众文化”是重要内容之一。同时,党的十六届五中全会也从科学发展观统领经济社会发展全局和构建和谐社会的要求出发,提出进一步加强社会主义精神文明建设的奋斗目标。
