目的探索科技人才评价新框架,设计框架运行的方法学和管理机制。方法引入人才评价新理念,根据组织战略目标和科技创新要素规划关键指标;设计雷达图透视评价结果的方法步骤,实现对指标、范围、层级的全维识别。结果与结论建立了“可插拔”的分层管理机制,构建了数据、评价逻辑、操作管理相互协作的有机架构。选取某军事医学科研机构,对该框架进行了示例性应用。
Objective To explore a new framework for evaluation of scientific and technological personnel, design methodological framework and management mechanism. Methods The new concept of talent evaluation was introduced, and the key indicators were planned according to the strategic objectives of the organization and the elements of scientific and technological innovation. The method steps of evaluating the results of the radar chart were designed to realize full-dimensional identification of indicators, scopes and levels. Results and Conclusion The “Pluggable” hierarchical management mechanism was established, and the organic framework of data, evaluation logic and operation management were constructed. Select a military medical research institutions, the framework for an exemplary application.
