隋唐时期,中国、日本以及朝鲜半岛上的各个国家在政治、经济、文化、外交、军事等各个方面都有着密切的往来,而与日本、朝鲜半岛一衣带水的山东半岛,在其中更是担当了重要角色。在隋朝以及唐朝早期到中国的日、朝使节、留学生、学问僧、商人等,大多从山东沿海登陆,再由山东转往都城长安及其他各地;在隋、唐两朝对朝鲜半岛所发动的十多次战争中,水军也都是从山东沿海启程。这充分说明,隋唐时期山东半岛在中日朝文化交流中发挥了重要的历史作用。
