简要分析了我国水利水电行业安全问题的严峻形势,提出水利水电工程项目安全投入优化分配的重要性,并根据水利水电工程项目安全事故的四大致因,划分其安全投入构成。对比分析目前已有的安全投入优化分配方法,探讨了各种方法的优缺点,进而提出引入工程规模这一变量因素,对Cobb-Douglas生产函数法进行改进,从而构建出适用于水利水电工程项目安全投入的非线性优化分配模型,以优化安全投入结构,为制定科学合理的安全投入决策提供参考。
This paper briefly analyzes the severe situation of safety problems in water conservancy and hydropower industry in our country, and puts forward the importance of optimal allocation of safety investment in water conservancy and hydropower projects. According to the four causes of safety accidents in water conservancy and hydropower projects, the composition of safety inputs is divided. By comparing and analyzing the existing methods of optimal allocation of safety inputs, the advantages and disadvantages of each method are discussed, and then the factor of introducing the scale of the project is proposed to improve the Cobb-Douglas production function method so as to construct a suitable project for water conservancy and hydropower projects The non-linear optimal allocation model of safety inputs can optimize the structure of safety inputs and provide reference for making scientific and rational safety investment decisions.
