全军后勤工作会议要求我们在新的历史时期顾全国家大局,在忍耐中继续积极进取。要调整事业部门和财务部门的职责分工,增强党委的经费调控能力,完善经费包干责任制,实现经费供应标准化。要办好财务结算中心,在生产格局、管理体制、运行机制、分配关系、人员构成等方面落实军企分开原则,加快军办企业集中归口管理的步伐。要转变思想观念,突破重点难点,把握几对矛盾,适当收缩摊子,搞好房地产的清查整顿。通过协调利益关系,扩大“三代”范围,论证目标模型,深化后勤体制改革。还必须重视软件建设,提高后勤决策和管理水平。
The army’s logistics conference called for us to give consideration to the overall national situation in the new historical period and continue to be proactive in patient enduring. It is necessary to adjust the division of responsibilities between the business departments and the financial departments, enhance the ability of the party committees to control their funds, improve the accountability system for the financial support staff, and standardize the supply of funds. Financial intermediation centers should be well established and the principle of division of military enterprises should be implemented in the areas of production pattern, management system, operation mechanism, distributional relations and personnel composition, and the pace of centralization of military enterprises by centralized management should be accelerated. We must change our thinking and concepts, break through key and difficult points, grasp several contradictions, properly reduce stalls, and improve the inventory of real estate. By coordinating interest relations, expanding the scope of the “Three Generations”, demonstrating the target model and deepening the logistics system reform. Must also attach importance to software construction, improve logistics decision-making and management.
