公平是评价人与人之间涉及利益分配的社会关系的价值尺度,是平等与效率的协调与制衡,也是现代公共行政所追求的根本价值目标。公共政策的公共性、权威性及合法性等本质蕴涵公平理念;要充分发挥公共政策的功能必须以公平为前提。因此,公平作为公共政策的根本价值取向,是公共政策的内在要求。 Fairness is a measure of the value of the social relations between people involved in the distribution of benefits.
