河南省林县工商银行通过实行“核定限额,凭券购物”的办公用品券制度,有效地压缩了机关办公经费开支。该行在对机关科、室办公用品使用的情况进行测算后,本着“既够使用,又不浪费”的原则,核定了每人每月一元二角的办公用品使用标准,印制了元角分不同面额的办公用品券,根据各科室的人数,按季将办公用品券发放到各科室。各科室凭券到总务处购买所需办公用品。为了做到专款专用,该行还划定了范围,只限购买稿纸、复写纸、钉书针、大头针、胶水、钢笔水等日常办公用品。自1988年实行此项制度以来,三年累计节省开支3200元。
