我国的传统财政是在“计划经济”的事础上建立起来的，在市场经研体制改革的进程中需要建立新的体系。为了表示新旧体系的区别，现在比较流行的说法是建立“公共财政”。但“公共财政”的提法是否科学值得商榷。财政这一学科是由西方传入我国的，是“PublicFinance”的意译名称
China’s traditional finance was established on the basis of “planned economy” and a new system needs to be established in the process of reforming the market economy system.
