2002年2月,在纽约召开的第32届世界经济年会论坛认为日本是全球经济的最大威胁。其成因之一是日本经济结构问题与银行不良债权问题的恶性循环;二是日本持续通货紧缩的根源在于总需求低迷;三是财政赤字恶化,国际信用评级敲响了警钟。与此同时出现日本“哭穷”以及掀起日元贬值风浪等,这是日本跨世纪战略转换过程中所采取相应战术变化的新“高招”。
In February 2002, the 32nd World Economic Forum, held in New York, regarded Japan as the greatest threat to the global economy. One of the causes is the vicious cycle of Japan’s economic structural problems and bank non-performing loans. The second is that Japan’s persistent deflation is rooted in sluggish aggregate demand. Third, the fiscal deficit has deteriorated and the international credit rating has sounded the alarm. At the same time, Japan’s “crying for poverty” and the devaluation of the Japanese yen have brought about such new upsurges as the corresponding tactical changes adopted by Japan in its cross-century strategic transformation.
