环境管理大部制变革是中国环境治理的中心环节。环境主管部门法律地位渐次提升,能够保障对经济和社会发展事务进行环境状况审查,缓解经济发展和环境保护之间紧张局面。但环境主管机关法定职能的有效发挥,需依赖其它涉及环境部门体制改革的协力推行,以及中央与地方环境权力的合理配置。环境督察体制与土地督察体制相比,在权力来源、管理体制及职能权限方面存在诸多差异,比照土地督察体制,创新环境督察体制,使其法定授权职能有效发挥,或可作为解脱环境管理体制困境的纾缓之策。
