Media literacy refers to the attitudes and abilities of the modern people in considering, determining and using the media. In other words, they are the people’s cognition, understanding, judgment, assessment and reaction of media information. Today’s era is a media era, where traditional and modern media cover and monopolize all aspects of social life. As a leading cadres at all levels how to understand the role of the media, how to use the media resources, how to participate in the media activities, is an unavoidable and must attach great importance to a realistic issue. For many leading cadres, promoting media literacy is one
