联合国教科文组织2003年通过的《保护非物质文化遗产公约》和2008年通过的《实施〈保护非物质文化遗产公约〉操作指南》并没有对社区的概念加以明确界定,仅将具体的非物质文化遗产项目与其持有者群体之间的关系置于保护实践的核心。若要理解和把握“社区参与”这一非物质文化遗产保护的核心原则,当在该公约及其《操作指南》的文本分析基础上深入爬梳,并廓清该公约出台的相关背景及其与教科文组织其他国际标准文书之间的关联与区别。
The “Operational Guidelines for the Implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage” adopted by UNESCO in 2003 and the “Operational Guidelines for the Implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage” adopted in 2008 do not clearly define the concept of the community but include specific non-material The relationship between the cultural heritage project and its group of holders is at the heart of conservation practices. If we want to understand and grasp the core principle of “community participation”, which is the safeguard of intangible cultural heritage, we should go deep into the combing on the basis of text analysis of the Convention and its “Operation Guidebook” and outline the relevant background promulgated by the Convention and Its linkages and differences with other international standards instruments of UNESCO.
