《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》指出,“实现‘九五’计划和2010年的奋斗目标.关键是实行两个具有全局意义的根本性转变,一是经济体制从传统的计划经济体制向社会王义市场经典体制转变,二是经济增长方式从粗放型向集约型转变,促进国民经济持续、快速、健康和社会全面进步”.改革开放的十几年中,我国的城镇住宅建设和房地产业实施了一系列的改革,为经济和社会的发展、为社会主义市场体系的发育作出了贡献.但我们必须清醒地认识到,旧体制对往宅建设和房地产业的束缚力还是相当大的,住宅建设和房地产业还处于粗放型的增长阶段,深化改革的任务还相当艰巨.
