分析了我国铁路参与国际集装箱多式联运存在的问题，包括管理体制的不适应、运行机制的不适应、集装箱运价政策的不适应、集装箱运输设施的不适应等，并提出了相应的对策与措施，包括：改进铁路集装箱运输管理体制和经营体制；加强专业机构建设和人才培训，提高服务水平；对集装箱多式联运给予政策优惠；增加投资，完善配套设施；采用先进的科学技术，推进铁路集装箱运输规范化、现代化等。
