我国现行的中小学学校评价制度从产生之日起直至现在,始终表现出规范和约束学校办学行为的倾向。这一特点使其存在很多不符合素质教育要求的问题,严重影响学校的自主发展。为此,从根本上转变学校质量观和学校评价观,创造和建设促进发展的评价文化,构建政府、市场、学校共同参与的开放性的发展性学校评价体系,是解决目前我国中小学学校评价存在问题的关键之道。
