目前,卫生资源布局不合理的状况日趋不适应国民经济和社会发展的需要。部分地区医院多、人员多、设备先进、技术力量相对雄厚,这种“不可缺少、不可替代” 的独特功能远没有发挥出来;而有的地区设备简陋,后继乏人,经费日趋紧张,卫生服务能力不足。为了保护和提高广大人民群众的健康水平,促进国民经济的繁荣和社会的发展,使人们都能达到生物的、心理的、社会适应能力的完好状态,必须组织、宣传、动员社区的居民参与承诺WHO提出的“2000年人人享有卫生保健” 的全球战略目
At present, the unreasonable distribution of health resources is increasingly not suited to the needs of the national economy and social development. In some areas, there are many hospitals, many personnel, advanced equipment, and relatively strong technical force. This unique function of “indispensable and irreplaceable” is far from being used. In some areas, equipment is scarce, there are few successors, funding is tight, and health services lack of ability. In order to protect and improve the health of the broad masses of the people, promote the prosperity of the national economy and the development of society so that people can achieve the state of biological, psychological, and social adaptability, we must organize, publicize and mobilize the participation of residents in the community.
