将从事生产经营活动的科研院所逐步转制为企业,是国家的既定方针,着力解决事业单位从事生产经营活动存在的政企不分、事企不分,以及体制不顺、机制不活、效益不高等突出问题,激发内在发展动力,是这轮事业单位改革的目的,我国的科技创新体系建设已进入关键时期,国家也正将各类资源配置逐步向具有核心技术与发展潜力的创新型企业倾斜,作为列入这次改革的科研院所面临的挑战和机遇都很大。本文主要从成立内部结算中心、实行目标责任制管理、建立正确的奖惩机制和加强内部财务控制四方面对面临改企转制科研院所提供了可参考的经验。
