19世纪70年代,清政府曾分四批派遣120名幼童赴美国留学。这是中外历史上独一无二的留学创举。然而,这个创举却以悲剧告终。其原因比较复杂,但是容闳却归咎于陈兰彬和吴嘉善二人,这有失公允,因为派遣留学同其他洋务事业一样,是清政府面临千年未有之变局时,被迫采取的一种“两权相害取其轻”的新举措,缺乏周密部署和长远考虑,更谈不上全盘规划的意向,这就注定了其不可避免的失败命运。由此可以说,派遣幼童留美事业的终止是清政府一贯的虎头蛇尾使然,是时代的悲剧,而不能归罪于某一个人或几个人。
In the 1870s, the Qing government dispatched 120 young children to study in the United States in four batches. This is a history of Chinese and foreign unique study initiative. However, this pioneering move ended in tragedy. The reason is rather complicated. However, it is unfair to blame Chen Lanyin and Wu Jiashan for their tolerance. As sending students to study abroad is like other Westernization undertakings, it was forced to adopt by the Qing government when faced with the unprecedented changes in the past thousand years. The new move of “taking the advantage of both rights and interests”, lacking thorough deployment and long-term consideration, not to mention the intent of the overall plan, is doomed to its inevitable failure. From this we can say that the termination of the mission to send young children to the United States is the consistent cynicism of the Qing government, a tragedy of the times, and can not be blamed on one or several individuals.
