“一带一路”战略的深入推进为沿线各省高技术产业发展带来重大机遇,紧抓机遇提升R&D效率是关键。本文以2009~2015年“一带一路”沿线15省高技术产业R&D活动为研究对象,采用DEA-Malmquist指数法对其R&D效率进行测度分析。结果显示:“一带一路”沿线省份高技术产业整体R&D效率有待提升;技术进步指数基本呈现下降趋势,而全要素生产率变动与技术进步指数变动情况趋于一致;不同省份推动或阻碍高技术产业R&D效率提升的原因各异。最后,根据研究结论,结合“一带一路”战略,给出有助于R&D效率提升的政策建议。
The “One Belt and One Road” strategy has brought about major opportunities for the development of hi-tech industries in all provinces along the province. It is crucial to seize the opportunity to enhance R & D efficiency. In this paper, the R & D activities of 15 hi-tech industries in 15 provinces along the “Belt and Road” from 2009 to 2015 are studied. The DEA-Malmquist index method is used to measure the R & D efficiency. The results show that the overall R & D efficiency of high-tech industries in the provinces along the “Belt and a Road” needs to be improved; the index of technological progress basically shows a declining trend while the change in total factor productivity and the index of technological progress tend to be consistent; and different provinces promote or hinder high-tech R & D efficiency of the industry for different reasons. Finally, based on the conclusions of the study and in combination with the strategy of “One Belt and One Road”, the policy recommendations that are conducive to R & D efficiency improvement are given.
