一、完全独立模式性质:为乡镇政府领导下的与卫生院同级的卫生事业单位,其所有制形式等同于本行政区域内的卫生院,行政上受乡镇府和县卫生局的双重领导,业务上接受县预防保健机构的技术指导。编制:按所辖区的总人口的2.5/万至3/万配备(最少不能少于6人)。以原卫生防保组人员为基础,不足部分从其它卫技人员中调配,或从社会上招聘合格的乡村医生。要保证配备2—3名大中专毕业生,并严禁非卫技人员从事预防保健工作,设一名负责人,由乡镇政府会同卫生局一并考察、任命。经费:由乡镇财政全额补助。实行“定额包干、独立核算、超支不补、节余留用。”县卫生局可掌握一部分作为任务补助经费,根据工作任务完成情况,浮动拨发。不足者,可以从有偿服务收入中予以补偿.内部设置:分为卫生、防疫、妇保、检验等组、室。财务、总务可设专职或兼职人员。房屋、设施:配备保证工作基本需要
