鹿城区是浙江省温州市政治、经济、文化中心,全区面积296平方公里,常住人口62.3万。由于温州的市场经济发育较早,劳动力密集型的民营企业发展迅速,吸引了外来人口大量涌入,据统计,2001年鹿城区登记在册的外来人口已达72万人,超过了常住人口数。外来人口的大量增加使鹿城区的治安状况错综复杂,刑事案件居高不下。前几年刑事发案每年以100％以上的幅度递增,2000年刑事发案高达13097起。 2000年下半年以来,浙江省温州市鹿城公安分局以内部机制改革为抓手,以警务信息化为载体,以外来人口管理、城区防范和社区警务为工作重点,坚持走新形势下群众工作与科技强警相结合的路线,取得了一定的成绩,2001年刑事发案比2000年下降14.5％,可防性案件下降23％,而破案率上升11.9％,打击率提高14.8％;2002年1～8月,全区刑事案件又比上年下降15.15％,其中可防性案件下降22.68％,而破案率和打击率分別提高了8.27％和3.2％,实现了全区社会治安的明显好转。

From January to August of this year, the number of criminal cases in the region dropped by 15.15% over the previous year, of which the preventable cases decreased by 22.68% while the detection rate and the crackdown rate increased by 8.27% and 3.2% respectively, realizing a clear social order throughout the region Better.
