“一带一路”建设对于新时期新疆经济的腾飞具有历史性意义。随着中国与中亚各国以及俄罗斯间的人员、贸易往来量的与日俱增,使得基于上海合作组织既有经济合作框架下的全面化外向型经济发展模式显得尤为重要。因而,对新疆西部边境口岸进行功能性提升已然势在必行。本文以都拉塔口岸的发展现状与区位优势为依托,配合“一带一路”向西开放战略及新疆作为丝绸之路经济带“核心区”的地位,分析在都拉塔口岸设立综合保税区的必要性与可行性。以期增强新疆边贸的经济活力与开放力度,同时带动口岸所在的伊犁州与察布查尔锡伯自治县的区域性社会经济发展。
The “One Belt and One Road” construction has historic significance for the rapid economic growth of Xinjiang in the new period. With the ever-increasing number of people and trade transactions between China and countries in Central Asia and Russia, it is particularly important to adopt a comprehensive and outward-oriented economic development model based on the existing economic cooperation framework of the Shanghai Cooperation Organization. Therefore, it is imperative to carry out functional upgrading of the border ports in Xinjiang’s western regions. This article is based on the status quo and locational advantages of the development of the Dullata Port, cooperates with the “One Belt and One Road” strategy of opening up to the west, and Xinjiang’s status as the “core area” of the Silk Road Economic Belt, and analyzes the establishment of the Port of Duraita. The necessity and feasibility of comprehensive bonded area. With a view to enhancing the economic vitality and opening up of Xinjiang’s border trade, it will also stimulate the regional socio-economic development of the Yili Prefecture and Chabuchar Xibo Autonomous County where the port is located.
