1984年,在美国航宇局(NASA)召开的第一届月球移民会议上,德裔美籍航天科学家克拉夫·伊利克博士曾经宣称:“如果上帝期望人类成为能进行航天旅行的生物种群,他早就该把月球赐予人类。”但时至今日,人类也没能够在月球上生活。距离人类第一次登上月球已经过去了将近50年,人类社会从经济到技术都有了巨大的发展与进步。全球又一次掀起了探月的高潮,中国、俄罗斯、印度、日本和欧空局等都制定了月球探测计划,并已开始付诸行动。这些计划最终的目的是单独或联合在月球上建立载人基地,进而为人类社会的可持续发展服务。

The ultimate goal of these plans is to establish a manned base on the moon, alone or in combination, to serve the sustainable development of human society.
