These objectives are aimed at addressing the deficiencies of the original central planning approach and at the improper arrangement of Poland’s strategic economic priorities in the 1970s. The primary purpose is to find a better way of achieving the centrally planned economic indicators. In the future, detailed instructions will no longer be issued by the executive authorities to enable people to comply with the program indicators; instead, managers will be given the power to make decisions and to make the appropriate changes in policy instruments
