黄河下游引黄灌区的水费征收工作起步较晚。1980年以前,除河南人民胜利渠灌区和山东打渔张灌区外,其它灌区基本上都未征收水费。1980～1982年,河南、山东两省相继颁发了征收水费的有关文件,水费征收工作逐步开展起来。特别是1985年7月国务院发布《水利工程水费核订、计收和管理办法》以后,水费核订和计收工作全面展开。
Yellow River irrigation dredging irrigation fee started late. Before 1980, in addition to Henan People’s Victory Canal Irrigation District and Shandong Fishery Zhang Irrigation District, other irrigated areas basically did not collect water charges. From 1980 to 1982, Henan and Shandong provinces have successively issued relevant documents on collecting water charges, and the collection of water charges has been gradually carried out. In particular, after the State Council issued the Measures for the Verification, Accounting and Payment of Water Conservancy Projects in July 1985, the verification and collection of water charges were in full swing.
